Happy New Year and greetings from Sacramento where Legislators are busy reviewing proposed legislation for possible introduction this year!
Our proposal for licensure is currently under review by four legislators who have expressed interest in carrying this critical measure. Once we agree on an author the measure will be introduced and each CAADAC member will be advised through our new grass roots mobilizing software, CapWiz, to send in letters of support. Like all legislative measures, our bill will have to sit idle for one month before it can be considered by a policy committee and the Joint Committee on Boards, Commissions and Consumer Protection. Fortunately, we have been advised that our measure will not have to undergo a complete year-long review by the Joint Committee given that a previous licensure bill sponsored by CAADAC successfully went through that process years ago. The bill will, however, face a nominal review where an updated questionnaire on the need for our legislation will be considered.
In the meantime our efforts remain on expanding our coalition of support and addressing the concerns of opponents to licensure. So far we have received positive feedback from law enforcement representatives who often are the first to hear the horror stories concerning ethically challenged and under trained counselors. With their support and that of consumer rights organizations we expect to mount a strong challenge to the status quo. Make no mistake the obstacles ahead are daunting and the opposition formidable, but with your support and active participation we can finally break through with a victory.
Please know that your voice is critical to our success. Legislators consider over 3,000 bills during a two year session so many bills receive little individual scrutiny before votes are cast. Personalizing our licensure bill for your local legislator by directing letters and phone calls to their office can carry our measure through the Legislature and on to the Governor's desk. We look forward to advising you of the bill's introduction by the end of the February.
