State Budget Crisis: Letter from Renee Zito, Director, ADP

Dear Stakeholders and Friends:

As you have heard, the state is facing a budget crisis.  The current situation may affect your ability to contact the Department of Alcohol and Drug Programs (ADP) and the timeliness of payments for services.

Based on the Governor’s Executive Order, ADP offices will be closed and employees will be furloughed the first and third Fridays of each month beginning Friday, February 6, 2009 through June 2010. 

In addition, The State Controller’s Office (SCO) has announced a plan to delay the payment of claims until adequate cash solutions are in place.  For the month of February 2009, the SCO plans to delay the following General Fund payments for at least 30 days beyond the current 15 days for claims processing, for a total potential delay of 45 days:

  1. Refunds for personal income tax and corporate tax
  2. Local assistance program payments
  3. State operations and capital outlay payments

ADP will process county and provider claims and submit them to the SCO within the required timeframes.  ADP does not intend to add any further delay beyond the 45 day delay by the SCO. 

We recognize the inconvenience this may cause you, and will do everything in our power to minimize disruptions and delays.  Thank you for the important work that you do.  We are in difficult times, but will get through them together.
